Ministry of Welfare's Public Safety Bureau - Portable Psychological Diagnosis and Suppression System - Sibyl Dominator. From the anime Psycho Pass. It is an energy projectile weapon capable of stunning or causing catastrophic molecular damage. The weapon is made fireable by a scanning device and uplinked to an A.I. (Sibyl) which determines if the wielder and target are displaying irratic thought processes by use of a brain scan. Special privilige is given to a small group of “latent criminals" allowing them to fire the weapon for the greater good even though their Sybil readout would normally prevent them from fireing the Dominator. This is a check and ballance to prevent decision makers from being consumed by negative thought. Allowing those on the verge of reprogramming a second chance to work for the system.
